The International Monetary Fund (IMF) is seeking to fill a position as Tax Policy Regional Advisor for East Africa located in Dar es Salaam, Tanzania and involving regional travel. The advisor will report to the Fiscal Affairs Department (FAD) at IMF headquarters in Washington, D.C. The appointment term will initially be for a period of one year, with an extension option available subject to various conditions, including satisfactory performance and budget availability.
The Tax Policy Regional Advisor will assist FAD Tax Policy 2 division in tax policy capacity development activities in selected countries in East Africa. The advisor’s responsibilities will include (1) strengthening Ministry of Finance tax policy units through institutional reform and training; (2) building hands-on capacity for tax policy analysis and modeling, including tax expenditure reporting; and (3) providing tax policy advice to beneficiary countries in close consultation with Tax Policy 2 teams at IMF headquarters.
General requirements for candidates include:
- An advanced university degree in economics or equivalent qualification and at least four years of professional experience. Preference will be given to candidates with 10 years of relevant experience with tax policy analysis, design, and implementation.
- Demonstrated organizational, planning, and project management skills to manage multiple priorities and ensure on-time delivery of quality outputs.
- Fluency in English with strong oral and written communication skills.
- Excellent interpersonal skills and ability to work as part of a team to maintain effective and cooperative relations with authorities and other stakeholders, and to handle sensitive issues with discretion and diplomacy.
The technical skills and qualifications required for the position include broad knowledge of and experience with tax policy analysis and advisory activities to governments at senior policymaking level:
- Solid theoretical and practical foundation in tax policy analysis.
- Strong analytical capacity in tax policy analysis and modeling, especially in monitoring and assessing tax policy expenditures.
- Communication and relationship building skills, especially with senior government officials and ministers.
Preference will be given to applicants who have practical experience with tax policy implementation and capacity development on tax policy in developing countries.
The selected candidate is expected to start the position in August 2024.
For Regional Capacity Development Center (RCDC) selection, in the event a staff member is selected for the position s/he will retain staff status and move laterally for the duration of the assignment subject to the limit of staff assignments earmarked for this purpose. In the event that a contractual employee is selected for an RCDC assignment, s/he will be hired on a Long-Term expert (LTX) contractual appointment basis.
